Parent: Is it Okay to Spank Someone Else's Kid?

"It takes four eyes to give birth to a child but it takes the whole village to raise a child" they say, but the question that comes to mind is, is it okay to scold and discipline someone else's child for behaving badly or sort of.
it is always controversial and had leads to many logger head amidst parent. though, rules are not the same everywhere and what might be tolerable somewhere might be a taboo in another place.
It is advisable to have somebody else spank one child as one can not figure out every bad things of one child.
we therefore seek your opinion to know if it is okay to scold someone else's child and what it is the implication of scolding anither person's child?
some parent often punish another person's child unjustly at the expenses of their own child.
